Circulantis is a Spanish crowdfactoring platform founded in 2014 and based in Torrent, Valencia. It is operated by Circulantis S.L. Companies sell the promissory notes and invoices their customers still owe them, often Spanish public administrations, and investors bid for a share of each operation in an auction. Bids start at EUR 50 and the average term is around two months. Circulantis charges investors a management fee, and only on operations that are actually collected. It is not registered with the CNMV as a participatory financing platform, because the CNMV and the Banco de España treat the discounting of promissory notes and invoices as an unregulated activity. There is no investor compensation scheme and no secondary market. Client money is held at Pecunia Cards E.D.E., S.L.U., an electronic money institution supervised by the Banco de España.
